I think people should be able to set up a websight without any government authorisation. Well something has to be done, beyond just saying no. Something has to be done but not necessary what you think has to be done .

Fraud is now the biggest crime in the Uk and most of it is internet. Is it time to require users to register, and how could we do it. At least it has reduced people being hit over the head at cash machines or having their houses burgled. I do worry that as I get older some cad will con me out of my hard earned cash. There is a system where people can be verified and given digital ID to ensure that people are who they say they are. This worked very well for me when I lived abroad and had a digital ID. However, it does not work for criminals who know how to spoof and avoid all the gatekeepers. We all have to be really aware online. At least SSL encryption has not been compromised...yet!

So people have now been warned? I get emails from my bank and store accounts telling me all this. So long as there's some awareness and people stick to trusted services then problem solved. It isn't like search engines can't exclude sites at their own pleasure, so I would suggest that your proposition is more of a dictatorship creep than a solution.

Things can be done - people can be prosecuted, the FBI etc should chase these people down and smash four levels of crap out of them, Google can stop putting adds in its search results that lead people to malware.
I think a lot can be done.

There is a programme on TV where cases of spammers ‘take over’ peoples mobiles and computers by persuading the victim to download an app . Iirc all of these spammers are based abroad.

I don't have any figures but i imagine the vast majority of fraud is of this nature. Somebody is persuaded to compromise their machine or hand over bank details.

Yep, just like a licence to drive, oh how terrible. Nothing like a license to drive. Why make shit up? Oh yes I remember now. Don't forget this is the mind zone. Only polite conversation allowed. The likeness with a driving licence is that the government issue them, they require your details (Name, postal address etc), the government can refuse to give you one or remove it from you. Why is that so different?

It might be simpler to cut the cable to Nigeria. That would make them move. Assuming that's all we want. Clearly you need to box clever Any email from an African prince or ambassadorial aid, mentioning a lost consignment of 'labtops' or the need to urgently move money after a revolution, could be intercepted and deleted by AI

Yes - I would be in favour of a government information campaign targeted at older people, explaining what the risks are and what to look out for.

The scammers are getting better and better. An employee of ours told me the other day where they phone people pretending to be debt collectors for energy companies. They start by asking what your problems are and how they can help, all very nice, then ask if you are able to make any sort of payment today with the promise that this will enable them to set up easy payment terms. You can guess the rest. I asked how they got the details but he said he didn't know and couldn't remember even what details they had given him. My guess is they pick low income folk and just phone one after the other until someone bites. Disgusting.

Why is that so different? My apologies . Your passive aggressive hyperbolic reply made me forget . Yes it’s different . One allows you to drive a car and the other allows you to sell goods or set up a website on the internet ( I assume you need the latter to facilitate the former) . I don’t see a connection unless you think that any licence to do one thing is the same as a licence to do anything else . Men should need a licence to go outdoors after dark because one already needs a licence to drive an HGV?

My business regularly gets "invoices" for a few hundred pounds for "water services" or domains updates. Just small enough not to be queried and looking vey legitimate with websites etc.

What you need to do is keep a list of your suppliers on a notebook text file on your desktop.
When a bill comes in, put the cursor at the top of the file and do a search for the company name.
