No idea. Indeed, I'm not sure if there are more crimes being committed by cops nowadays or if we just get to hear more about them. But if there are more of such offences now then it raises serious questions about the quality of people being recruited and the vetting, training and discipline standards being applied. Surely "serious questions about the quality of people being recruited and the vetting, training and discipline standards being applied" apply equally if we are just getting to hear more about crimes being committed by cops?
Perhaps more so.
And if this is the case, we should also be demanding the expulsion of those people and practices that covered up police wrong doing in the past...!!!

Much as I hate the term, the problems are institutional. It's not about covering up so much as about not uncovering issues in the first place. No one is monitoring, that's why no one notices issues until they are too big to ignore.
There's a big one brewing (not police related but in another government area) at the moment. I have tried to bring it to the attention of the powers-that-be but no one wants to rock the boat, so I guess there's going to be a lot of lawsuits a few years down the line.

I agree — though I believe, not wanting to show up colleagues and mates and team loyalty, is a major factor. So what other term would you use? Negligent appraisal of wrongdoing from contaminated blood, military OTT reactions, and unsophisticated racial profiling, activity is all based on inadequate training and vetting of ability to do the job. The bosses in charge of these areas need getting rid of…

I agree. I call them "Spreadsheet Managers" because if it can't be shown on a spreadsheet then it doesn't exist as far as they're concerned. The result is a blind, tick-box culture. And it's everywhere today. There's no deliberation involved, the system is literally blind. That's why I describe it as institutional.

The blind tickbox culture is essentially resignation - everyone giving in and not having a culture. If you are told that a culture is not allowed and 'your culture' is now contained in a pdf and anyone arguing will be dismissed, there is no other rational response.
Such a pdf also acts as a handbook, guide and lever for the corrupt.
This is one reason many communist countries were such total shitholes.
