'Civil Servants' (a generic reference default meaning all Civil Servants) have not been told to so refer. Individual managers have been allowed to make the right decision for their offices. The clue being in the article when it said: 'There is no government-wide policy but managers have made own choices'

I see, so what you're saying is, because you claim to work in the civil service which lets face it, could mean you're a cleaner, it is totally impossible that the civil service told people to call Christmas parties, festive gatherings, as the Daily Mail claim. Also surprisingly, if this were an official instruction, gov.uk sites giving information on payments, closures, changed services during this time refer to Christmas…

The article in the DM makes it clear this is an isolated incident for anyone who bothers to read it while choosing a headline designed to give the impression that the practice is widespread and dictated from the top. It is a “story” designed to pander to gullible people seeking outrage.
