I think it's more likely that the problem Southgate had was that he simply had too many players to choose from.

Teams whose successes are off the backs of imports. Still the best teams in the Premiership and Europe. One could say without the base English players the 'imports' would not be successful. To be clear I think the importation of large numbers of foreign players is bad for the game in many ways but one cannot say the English team lacks a pool of talent playing at the highest level to draw from. English players are foreign players in other leagues as well at least two of the regular teams play abroad and Kane is going is he not.

England recruit from the Premiership, a league dominated by imported talent, there isn't enough locally trained talent to select from. The top tier need to train more locals. Southgate did ok with what's available. I dont think that holds up - there wasn't a player in the England team who is not among the best in Europe in their respective positions. It's not the quality of the players that is an issue it is the tactics.

I remember a BBC Horizon program on climate change - many years ago before the BBC had decided that the science was all settled. A mathematician was discussing the difficulties of modelling a system that was dependent on so many factors and where some factors are interdependent. He was a big football supporter and he likened it to trying to work out which team would be most successful. So he listed out all the factors that are involved, like the manager, what formation they used, how much money the owners had etc etc. He then tried to model this mathematically. To cut a long story short he came to the conclusion that the most important factor by far was the wage bill of the club's players. Simple as that. That's why Manchester City seem to win the Premier League so often - they're the most highly paid. I can't remember if he looked at transfer values (probably) but I imagine that what players are paid is related pretty closely to their transfer value for obvious reasons. So I'd say this backs up the argument that Southgate is underachieving with the team he's got.
