Amounts to the same thing. The police advised the CPS that they could not provide any victims willing to testify in court and therefore it was highly unlikely to be a successful prosecution. I understand how the system works and how the police advise the CPS on cases. Wrong yet again the Police provide the evidence they have gathered victim statements, witness statements, forensics, accused interviews etc, then pass it to the CPS to evaluate the evidence. Then the CPS Advise the Police what to do next either NFA, Caution , or Charge and what Charges should be brought, they may advise them to take further statements to fill in any possible gaps or weaknesses in the case before going to Court, The Police are not Lawyers, the CPS are Lawyers, Barristers KC's they know the Law and they advise the Police, that has been the case since 1984 when the Pace Act was brought in, if victims or victim refuses to attend Court and give evidence the CPS cannot put the case before the Courts Sorry, but yes they can. As above, victimless prosecutions are fairly routine. They are used a lot in domestic cases. And always in murder cases.😉 In a case with as many potential victims and with as much public interest as the Savile case, it's a wonder it doesn't even appear to have been considered.

There was a timeline dating as far back as 1959 with the rape of a 13 year old girl by Saville. His fondling of young women was even caught on camera live on Top of the Pops.
The CPS put all this evidence in the too hard basket no doubt because Saville unofficially worked PR for the monarchy, raping women around the corner in BBC apartments just a stone's throw from the studios, and was besties with Thatcher. The CPS undoubtedly could have done more.

And yet there is evidence and analysis that shows that our economy does better under Labour than under the Tories - and that doesn’t take into account the last 5 years of economic turmoil under the Tories.

Yes I forgot about that there is only one case that I know about where the Met decided to go ahead in a Domestic Assault which the CPS did not agree with and the woman who had been charged killed herself, sorry cannot remember her name she was well known, there maybe others but it is certainly not usual practice as far as I am aware. Yes Murder victims have no say in it at all, there have even been convictions when no body has ever been found going back many years one as far back as the 1600's I believe As for Saville the CPS said no they would not charge him due to no victims willing to give evidence a decision probably made by their parents which is understandable , Sussex Police as far as I am aware did not challenge the CPS's decision.
