France doesn't want them and (as far as i can see) can't be made to accept them and won't accept them unless made to do so. This is why 'cooperation with France' to do anything but move them into the UK is not going to happen. The downsides of having these people in your territory are so large, no government could ever sensibly choose it when it can be avoided. Processing them faster is also silly. Sensibly speaking they can't be deported with our current civil service and so this is just a route to forcing them in and increasing claims

I'm saying that it didn't in reality provide a mechanism for the UK to return to France the large numbers of people entering the UK from France irregularly. In other words, it was theoretical and not real.

Without the participation of the UK. Question...why do you post such misinformation and deceptions when you can spend two minutes finding the truth? Do you know how foolish you look? It actually started in 1990 under the auspices of the UNHCR which the EU adopted. Now in its third (or fourth) life in the EU, it has been updated to take account of changing circumstances. You are not included. You wanted to protect your own borders. Well stop bothering France, stop paying another sovereign country for the help they can well do without giving , and get on with it.

No. I never bothered because it is obvious from the relevant figures that it didn't really remotely provide that mechanism. There are probably various reasons why, but chief among them is likely to be a need for France's cooperation in moving people from the UK to France. Back to square one. If my claim is it is theoretical only and not real, you can't dispute this by pointing at the detail of the text - you would have to look at the results in reality.
