It's difficult to tell directly. You'd have to spend years as a financial spy to work it out. One rule of thumb though is a corrupt economy is a poor economy. Where heads of state make decisions to line their own pockets, they don't make decisions for the good of the economy, so you have you typical dodgy state with a few richer than any Western legit businessman and the rest featured on photos sent through letterboxes from charities. Russia went genuinely hungry after the fall of communism. Since then President Putin has managed to turn the country around to a large extent. Yes there are still those oligarchs, but I understand he did reverse the trend, and to keep the peace I'm sure he has turned a blind eye to some, like on the basis of well that was the past, but this is how we are going to do it now. China followed a similar path. They tightened up, but forgot the past in return for reform. I mean at one time the government of China was totally OK about Chinese firms counterfeiting Western products, but the leadership just said time to stop.
