Probably best to read the posts before answering. Jonksy has answered the question more than once, he's pointed out this was a accident waiting to happen, they've known all along, but chose to do nothing.
As for governments dictating how much NHS workers are paid that is not the case.
NHS work in bands, depending on your band depends on what you are paid. 1-8, 8 obviously being the highest band.
It is not up to the government to categorise the banding or the pay structure for each band, all the government can enforce in the minimum wage, perhaps it's other posters who aren't reading the posts before they answer.
It’s like trying to deal with a bunch of kindergarten students mate.

Sack all of the diversity officers and any other offices that are deemed not directly necessary to the efficiency of the NHS. Commission a two year time and motion efficiency /productivity study and restructure the NHS according to the results . And if we ever suffer another pandemic , don’t applaud the NHS . There was only a few of them that were directly in danger ,the last time . Better idea Swap the metal paperclips for plastic ones, should save about the same amount. 🙄

Cue mean-spirited, niggardly, mini-rant about how it is all Labour's fault and the nurses are being greedy, lol What’s mean about pouring billions of your and mine money into a bottomless pit? Well you could start a campaign to stop further advances in medicine, good luck with that. A campaign for all the thousands of advances, but no tax rises, now that would be popular, and all paid for by cutting diversity managers. YEAH oh YEAH. That's one worthy of Mr Farage.

The point was to take out parts of the NHS administration that is not absolutely necessary for it to function and use those resources to fund a study with the aim of making the NHS more productive and efficient. If we use your idea of using plastic paper clips instead of metal ones , we can save twice the amount. I suppose you want the NHS to continue to be a political football and a bottomless money pit.
