"COULD" not WOULD. which IMO is just intentionally subtle insinuated anti-Rayner propaganda. Rayner's ideas are not party policy anyway. Policy Exchange is a British conservative think tank based in London, with members in the Conservative Party.

Oh yes .... I can remember the Tories saying very similar things when THEY OPPOSED THE INTRODUCTION OF THE NATIONAL MINIMUM WAGE. They argued that it would cost businesses too much, they said it would not work, and they said it would cause unemployment, and they voted against the introduction of the National Minimum Wage. The Think Tank which is opposing better pay for people in Social Care, and which comes up with the figures quoted, is a Conservative / Right Wing Think Tank ..... what do you expect ?

Well you can take issue with their figures but you cannot deny that increasing the minimum wage to £15 is not going to increase costs for local Councils massively. Surely you are not suggesting that Councils have enough slack in their finances to absorb these extra costs and not pass them on to local council tax payers?.
