What it could be used for and what it will be used for are often two different things. I think it is a spy plane myself and part of the US military industrial complex. They only tell you this shit because it is your taxes funding it.

With such a small payload and slow speed I cant think what this aircraft might be used for other than, as you say, high altitude spying. $15 million for a modern version of the U2. Good value? Who knows.

Who knows. Some US politician held up a small bag of bushes which he said the US defence sector was billing the taxpayer $90 000 for. A Chinese man replied on social media that his internet shop was selling the same bushes for approximately a quid each (7 RMB) . The bag contained about 20 of them.

It's just these days we have more efficient solar cells and lighter stronger materials to reduce the weight. It's the same thing with drones. Drones could have been invented much earlier if we had the storage capacity of modern lithium batteries. Back in the 70s everyone used Nicads.

Thought crimes would be impossible to police unless we had an internet, mobile phones and AI chips in the phones. You see why they wetted themselves over technology.
