The people who built that are dead. They, with nobody having done it before them, blazed a trail and did it in three years. We've the benefits of decades of information to go on. It should be possible to do it without the involvement of a foreign (enemy) dictatorship.

I remember the 1980's, there was plenty of electricity including nuclear generated electricity and we didn't need to go cap in hand to a dictatorship to get it.
