There have been a number of murders and illegal animal life shootings with crossbows in recent years and on the 14th of February the government announced it was considering ways to improve public safety introducing a licence system.

They would also be useful for hunting if Tories hadn't banned crossbow hunting in the 80's. And anyone with minor skills can make one, so how do you stop anyone from making their own?

The same way you stop somebody making a machete or a musket. Throw the book at anyone who tries.
Target shooting? Isn't that for soldiers or kids with pop-guns? Why would any normally-adjusted adult want a crossbow, they must be complete morons and probably ESN.

Target shooting at clubs is a recognised sport with trophies.
And with many other avenues for competitive target shooting sports closed to the majority in Scotland, it offers a method for socialising and having fun, for adults of all ages without the complication of a licence.
It also offers a method for rapidly getting rid of burglars as it amplifies the words, oi, you, out, now.

It's a 'sport' for slobs and mental midgets seeking cheap thrills, like riding jet-skis or drag-car racing.
Take up something sensible like darts or skittles instead. Or even proper archery. Now that requires some real skill and lots of practice which is probably the reason why morons go for crossbows instead.

LOL My partner does drag racing in a hemi cuda...She also uses a crossbow and I think she would object to being called a slob....There is a skill shooting a crossbow as the bolt travels a lot slower than a bullet and can be blown easily off target in the wind..

I would support the existence of a register, apply the same restrictions on sales that air guns have, presently anyone can just buy a crossbow online without any difficulty. Having to produce ID before receipt of the weapon and going onto the register would be better.
If any crime is committed near you with a crossbow, the Police can investigate more easily by checking who own.
Anyone carries a loaded crossbow in public, does so on the understanding they can be shot dead by armed Police.
Threaten anyone with one in public? Firearms offence.
Threaten anyone with one? Same unless self defence (against a burglar).
