The view is that to build a capitalist society you need a socialist base. You need a strong government that creates the right conditions for free trade. For example you can't just let factories start up and start selling their wares as per the extreme and pure free market model. In practice you need the ports to export the goods to the customer and no small time factory owner has those kind of funds. The other example often given is education. A factory can not operate unless it has access to educated labour. so that is the basis for the rationale behind the mixed economy model where socialism and capitalism happily co-exist.
If we go back to the time of Mao though, what we had were strong foreign industrial powers like the Japanese, the Americans and the British, who were all looking to exploit the Chinese market. Now Mao was ideologically opposed to this so he deliberately held back capitalism because these foreign corporations were so strong they would monopolise the market as we have seen in many other countries. They suck the raw material wealth out of the country, e.g. Africa is a good example of this, and then they leave the locals with nothing.I will have to check what this history teacher claims about the view of the British Empire regarding China circa 1900. It seems to fit well but as of now is single-sourced hence why I suggested you ask him if you believe it is wrong. Anyway, that's how i see it. Mao was playing the military defensive role and had to clamp down which hurt the local economy at the time, but as we can see now the greater game is won.
