Councils are in financial difficulties, both Labour and Conservative ones, and have been forced into risky money-making schemes because they have been starved of cash since 2010. In the years of austerity that have followed, repairing schools has not been a priority.
In order to try and make money to provide basic services and do what we expect of local authorities, such as build new homes, councils of all persuassions have been taking risks with the private sector and with companies willing to loan councils money.
As for the pay of Chief Executives or planning officers, or any other kind of local authority officer, the market rate applies, and if you do not pay the market rate, you dont get the best people to do the job, whether it be an environmental officer or director of tourism & leisure.
13 years of cuts and reduced budgets is the main driver behind this and the majority of the public know it

Madness personified.

8 out of 10 city councils are close to or in bankruptcy, with cuts to spending as the driver. Yeah, you and the rest of the lefties would have us believe that, when in reality it's down to corruption, mismanagement, too many top brass raking in huge salaries and bonuses and other perks, that's without their big fat pay offs and pension pots FFS, most of a council budget is swallowed up with salaries and pensions, just take a look at Liverpool Birmingham, they say it all. It's only corruption in Labour councils then?

Yes, you only mention Labour run councils. It is a Tory caused problem. Because both Liverpool and Birmingham who just happen to be Labour run have had to have 'special' measures by the governmental intervention team, because of ...
Liverpool..
It is a matter of public record that Merseyside Police have for many months been conducting an investigation which has resulted in a number of arrests made on suspicion of fraud, bribery, corruption and misconduct in public office, both in December 2019 and in September 2020. Further arrests were made on 4 December 2020 in connection with offences of bribery and witness intimidation. This investigation involves a significant connection to Liverpool City Council.

That's why I mention Liverpool Labour ^^

To be fair, whilst inflation has been at 10%, a 5% cap on increases in Council Tax isn't going to be sufficient, is it?

The country is falling apart and the government is crumbling - the sooner they go, the better Bankruptcy of Birmingham CANNOT be blamed on Government funding cuts as leaked internal report contradicts attempts by Labour to blame ministers for the collapse of its flagship Leaked Labour report blames 'dysfunctional' Birmingham council for bankruptcy READ MORE: How 'bankrupt' council spent millions on botched IT system Bankruptcy at Labour-run Birmingham Council cannot be blamed on Government funding cuts, a leaked internal report for the party has found. Sir Keir Starmer today tried to blame ministers for the collapse of Labour's flagship council, saying it had been 'stripped of funding'. But a report ordered by Labour's ruling National Executive Committee warned the party leadership that blaming the council's woes on budget cuts 'does not stand up to scrutiny'. The report uncovered a 'dysfunctional climate' at the council, which has been run by Labour since 2012. It said the authority suffered from a 'long-standing and persistent issues in getting the basics right'. Rishi Sunak today said that Labour's mismanagement of Birmingham demonstrated what the party would do in power. link
