You miss out the other critical factor. Climate change. Heat pumps work just fine. I’d send a chitty to the Chinese embassy if you are that worried . Is that your solution for Climate change? Blame another country? Wait, you're a Brexit supporter yes?

Talking of heat pumps, I mentioned this a few months ago but I think it's worth repeating here. I was talking to a chap who had a heat pump installed, he had the pump installed two or three years ago but we had this discussion a few months ago, anyhoo. He had an outbuilding built for the heat pump which was a substantial bit of kit, in his large back garden. This chap has got a few bob btw but that does not detract from the point. I asked him if he was happy with his heat pump, he hesitated. He said it's OK in the summer, but said he had a woodburner fitted for the winter months because the heat pump doesn't heat the house sufficiently when it's cold! Now this isn't such a big deal for this chap because he's not short of a few bob, but for most people I would have thought the cash outlay for a heat pump was out of the question, let alone a heat pump and a woodburner. Sounds to me like the system isn't large enough. Like fitting too small a gas boiler. There are heat pumps warming entire sky scrapers, so its just a matter of size. That said I am not in favour of trying to force a heat pump to raise temperatures from -5 to 65 degrees. Far better to use them as warm air where they only have to raise temperatures from -5 to 23 degrees. Its asking them to do something they are not best at.

In what universe is it viable to expect people to spend tens of thousands of pounds (which they may well not have) to end up with exactly the same level of comfort as they have now?. If you need to bankrupt yourself to install one then plainly they are unviable. In the same universe where you use the most extreme cases as the norm in order to prove heat pumps can't replace gas boilers. You are living in a parallel universe if you really believe families have tens of thousands of pounds lying around to refit their houses so as to be able to use heat pumps. try reading this from todays paper to see what the reality is.

Good luck with convincing private landlords, many of whom have low value Victorian terraced houses for cheaper rentals, do you think they'll get away with installing heat pumps and raising rents? many of those properties front the pavement and have only a very small back yard without vehicle access; welcome to the real world.

They also use them for heating entire city districts like this one in Stockholm which uses industrial scale heat pumps to supply power and heating for 800,000 homes. Systems like this are common in the cold countries of Scandinavia.

While the British are fretting about losing their dinky little boilers, which will be useless anyway when the gas runs out, other countries are getting serious about solutions. MAN industrial heat pumpsDistrict heating systems are a solution for powering densely packed smaller homes which most of Britain consists of. Even the commies knew this 40 years ago.
