That program is paid for by a grant from the Department for Levelling Up, Housing & Communities in Westminster.
You didn't think that Manchester paid for it did you?

To be fair to Manchester at least they saw a fall in numbers - London, even though it got money from the same Government fund, saw a rise.
Conclusion is that Burnham is more effective than Khan - but I think we all knew that anyway.
One point in Londons favour is that only half of their rough sleepers are British - they do have a lot of foreigners on the streets.

In order to have a home for every one in the UK that needed one, we would need to reduce the size of the population by at least 1 million or more people overnight.
