Its about taking people of the street and Manchester has done rather well they taken 300+ of the streets of Greater Manchester. its something big citys like London and Birmingham could copy Yes - if only London had a Mayor as good as the one in Manchester - any ideas who that should be? Considering that a fair few homeless are ex forces (and shamefully neglected) I suppose they are used to being moved around. You'll never convince all those homeless on the streets to find a permanent home but political point scoring isn’t going to help any of them,mayors good bad or indifferent need to sort their own respective patches out

Good news.
That said, it appears to be a press release from Manchester Council, which has skin in the game. And it does not say how it defines homelessness. Every so often Shelter issues a report on the housing crisis in London where you are considered homeless if you say you are.
Still and as said before, good news for to the Manc homeless
