Repairing potholes is down to councils. They prioritise what the money, received by Scot Gov, is used for. Obviously pot holes is not at the top of the list of priorities. The amount of money given to councils is dependent on the money returned to Scotland through the Block Grant.

Scot Gov receives a fraction of what Scotland pays to the exchequer. From that pittance, Scot Gov has to balance the books. Successive administrations, since 1999, have completed that task successfully. 
Scot Gov is successfully running the country despite falling, real time, levels of Block Grant payments. Since that is the case, the so called "black hole" is down to the Brits and what they say is spent on and for Scotland. Much of which is pure guesswork.
