I suspect the train of thought behind the amnesty by granting their asylum the government is under no legal obligation to keep them in accommodation, under the Asylum act they are legally obliged to provide accommodation food and everyday essentials.
However once their asylum is granted they are basically kicked out of their accommodation and have to register at their local council for accommodation, then they join the rest of housing waiting list along with the thousands of other homeless people.
