The last thing a foreigner wants to refer themselves as is British/English, they only refer themselves as that when they want passports, driving licences, opening bank accounts, buying many many properties, but that's where it ends, to them they'll always be loyal and dedicated to their original roots.

By definition if they are British citizens they aren't classed as foreigners. They are still classed as foreigners hh... No they aren't, their British citizenship is a matter of fact. If you want to argue that by your personal definition they aren't then fine, but stating that Rishi Sunak is a foreigner is factually incorrect.

I can tell you that the 6 million Irish people who emigrated since 1820 to the US, they still refer to themselves as Irish decent, even Biden calls himself Irish FFS. Oh BTW Boris was born to British citizens who worked in the USA...He could adopt duel nationality if he wished.
