Yes, because they've contributed more. Yes, because if they have a car they probably aren't using their bus pass. So it doesn't cost anything. Plus if you want to encourage them out of their car "Because environment" then you need to offer an incentive. Honestly Zany, don't you know nuffin'? Ok, so taking your argument a step further in the same direction Do you feel that the more a person pays in taxation, for example someone who pays the 50% tax rate, a person earning over £100K per year ought to have a bigger state pension, or perhaps get free council tax, get a much bigger Winter Fuel Allowance, simply because they have "contributed more". Well it costs about the same as a debit card to produce, and they cost about ten quid for our bank to issue (i mean the bank i work for) When a bus pass is USED, the bus company records in its vehicle fares audit a concessionary fare. The bus company then claims a payment from the government of a fare from the point of boarding, to the end of tbe route, even if the passenger only travelled one stop, or one fare zone. No concessionary passenger is required to ‘tap out’ so bus companies almost always overcharge the government. As an example today on leaving hospital after a heart failure scan i boarded a 37 bus and rode eight stops from the hospital to the bus station where the service terminated. The bus company will claim s fare subsidy for the exact distance i rode the bus I then had a coffee and waited for a second bus Here i tapped in at the bus station, and i rode for twelve stops yo tbe nearest to my home. But the company will charge the corrupt zambian the fare subsidy commensurate with taking me a further twenty three stops to the termination point of the route in Caerleon Village next to my pal’s house So the truth is the exact opposite of what you claim An unused bys pass costs the tax payer NOTHING A USED one costs the tax payer an average of double the fare concession than is appropriate for the actual journey ridden assuming an equal number of passengers ride one stop as ride all but one etc

The most well-off, most protected group in our society with most disposable income are Pensioners. Rich or poor, all pensioners get free bus travel Rich or poor, all pensioners get Winter Fuel Allowances ONLY pensioners are guaranteed pension rises to keep up with inflation, regardless of the inflation rate, no one else in society has this guarantee, in fact nurses, doctors and most public sector workers had pay freezes when pensioners continued getting their generous pension rises. Rich or poor, all pensioners get free prescriptions Pensioners who recieve only the basic state pension can get help with rent and council tax I personally hope that - IF - Labour become the governing party, both Winter Fuel Allowances and Free Bus Travel will be means tested, or eligibility to be based on an income scale. Why should well-off, wealthy or rich older people get what is in effect state benefits often paid for by struggling families. Its true that the Tories are attempting to buy the pensioner vote As they say " Be careful what you wish for " you may not like it when it happens. I started work at the age of 15 years in the 60's pay was not good but I started to pay NI and Income tax, when I joined the Police my take home pay was roughly £80 a month once NI and Income Tax had been taken out, plus 11% every month into the Police Pension Fund for 30 years. On leaving the Met after 30 years, I kept on working still paying Income Tax and NI on my earnings plus my Police Pension which I drew at the age of 52 years when I reached 65 years of age I was entitled to my State Pension paying income tax on my two pensions as it classed as unearned income, well I fecking worked hard for both I retired from all paid work just before I was 69 years of age and drew two small Pensions as I worked for two London Councils, because I have four Pensions I pay still pay income tax, which almost wipes out the State Pension I paid for for 50 years. If I had my time over I would never have worked, fiddled the system as millions did and still do, never saved, never gone without to buy a house , I would have got everything for nothing, whilst working on the sly for cash in hand which many do, living off those who do work who do pay income tax. I am still paying income tax every month and will do so until I pop my clogs and shuffle off to the happy hunting ground. And you think a Freedom Travel Pass is something I should not have well Khan did , the Irish have issued me with one , plus Health Care here is not Free but due to my age almost 75 years young it is free for me and the wife when she turns 70 next year, but we have to pay for prescriptions which my wife has to take daily. Gormless Gordon Brown actually raided Private Pension Funds took many millions off those who being prudent were paying for a Private Pension for their old age, that is what Labour do punish the workers and give everything free to the shirkers. I paid tax on my earnings and paid NI for 50 years IMO Pensions should not be taxed again
