According to one of the UK’s leading road traffic lawyers, Nick 'Mr Loophole' Freeman, yes they should. Cyclists must have 'identification, a licence or insurance' under new plans from 'Mr Loophole' Nick FreemanNick Freeman has said “kamikaze” cyclists may be causing chaos on the roads given the rise in lower speed limits for vehicles, especially on 20mph roads. He has warned that instances of road traffic issues could become more common given the growing tendency to cut speeds on residential roads and in dense urban areas. He said cyclists must be required to display a form of identification – say a registered tabard or registration plate – and have a licence or insurance. Otherwise, it is hard for those who break the law to be caught. In other words, make the same road traffic law which applies to motor vehicles apply to cyclists and e-bikes too." www.gbnews.com/lifestyle/cars/cyclists-identification-licence-insurance-plans-loophole-nick-freemanWell said, I agree cyclists should carry ID and hold insurance and it can only be a matter of time before it happens. Although I would perhaps limit this to built up areas where cyclists are a known problem, like London.

I think that in these increasingly litigious times you would have to be idiotic to cycle without insurance. All of the proper cyclists that I know have it.
The problem as ever would be the idiots who'd flout the law anyway.

Problem is cyclists can easilly race off from an incident, especially when speeding through red lights. So even if they have insurance if they cant be identified the insurance is pointless. This why Nick Freeman wants to see number plates of some sort or ID on cyclists tabards.

The bastard that did £1000 of damage to my car in 1996 invluding breaking the windscreen with his HEAD ran off leaving his wrecked bike embedded in my front wing And the fucking plod when they turned up arrested ME For being stopped at a red light with the handbrake on when a fucking lycraboy retard rammed my car Only one twat thi gs that is an offence and he’s the c-word who imposed our 20 mph blanket limit

They should also pay road tax and get an MOT to ensure their brakes are compliant, have adequate tread on their tyres, and check for chain lube.

When we were kids, the police would pull you up for no mudguards and they would check your brakes, and if you were caught with no lights after dark you were for the high jump.

Indeed. At least a wide ranging personal liability insurance . I'm pretty sure I've got that on my house insurance ,not that I ride a bike . And yes everyone using the road should be registered and insured

Walking I think is a pretty safe mode of travel so I think we can leave pedestrians out of it . Joggers on the other hand are a menace and should be insured as well as being made to wear a sandwich board advertising the nearest park where they should be running anyway . Never understood why these feckers want to run up and down the high street when there is a perfectly good park to do it in .

They use them as a weapon in the supermarkets and on the pavements...Maybe if the arseholes did a bit of walking they wouldn't need the bloody hings..
