The anti competition style 'market conditions' mean they are sitting on a kind of monopoly and are therefore able to do so. The government sets market conditions, not CEO pay. Trickle down is misnomer here. Wealth in no real sense at all 'trickles down' from a group who enjoys a comfortable, government enforced monopoly. These people may as well be members of a royal family. The so called 'trickle down' effect comes from efforts to find a way to make a profit (investment in the teeth of competition to produce wealth).

How was that a government policy? - most of the FTSE 100 are large international companies whose executive remuneration is set by board sof directors competing in the International market for talent.
