For once I agree with Dippy. It's a non story. I don't. I think over the last decade or so there has been a concerted effort to 'cancel' the Union Jack. I don't know of any other nation on the planet that seemingly despises its own flag so much so that some fringe council decides that taxi drivers are not allowed to fly the flag of their identity on their vehicle.

The story makes it sound like this guy's being singled out but he's really not. It's a non story.

I can understand a council not wishing to have mutually antagonistic ethnic groups parading their flags around town on publically-licensed vehicles, but that doesn't explain why displaying the national should also be banned.
As long as people are as apathetic and defeatist about it as dappy then pusillanimous politicians will continue their policy of appeasement of minorities and foreigners and disdain towards the native population. All with the enthusiastic support and encouragement of the dappys of the world of course.

Military vehicles display front and rear union jack decals wherever they are in the world, including the UK. I wonder how many councils secretly object to such a flagrant display of pride and colonianism, not to mention the hurt and offence caused to oppressed minorities.

While I generally accept the silence rule applied in most libraries, I think most people would agree that it is downright unpatriotic not to allow patrons to belt out choruses of 'God Save the King' at will. Exceptions must always be made for demonstrations of national pride. Reasonableness shouldn't come into it.
