If it is a British problem what is it that makes it a British problem, the people, the culture, the climate, the skills drain, immigration (too much, not enough), the work force, the government, politicians or some combination of some or all of these? It is the greed of those who have first access to the till, as far as they concerned their bank account is far more important than the UK economy. Who would they be? Branson, Laker, Directors, Murdoch, the Dockers (The workers or Lord and Lady)

Which could cover all of the above. The government was responsible for what regulation it put in place and of course the EEC, EC then the EU all had a gradually increasing influence on that regulation. As an individual I have no responsibility for, or to, the economy other than to obey the law and the regulations in place. If that does not stop me dipping into the till then I have a right to dip into the till unless of course the money in the till does not belong to me. As part of any group that responsibility changes proportion to the size of the group and its effect on the economy. In summation I am not sure who you are blaming for what.

Certainly not the Dockers or the workers. I don't know exactly who, I just know that it is reported that the rich get richer while the rest get poorer, even in a period like the last decade. Then there is the poor performances in the UK economy.
