Although wales was conquered by the norman french king Edward plantagenet in the 13th century , and then passed the statute of ruddlan , where the welsh nation was then governed as a prinicipality of the crown from 1284 to 1536 , it was the acts passed in the 16th century that incorporated wales into the english kingdom , and dissolved welsh law and replaced it with english law.
This meant when the english crown fell to james the 6th in 1603 , wales was represented by englands flag as part of england , and thus wasnt included in the union flag .

Didnt seem to work as the welsh were still rebelling agaisnt the anglo norman crown a century later under owain glyndwr , and of course politically there has been welsh independence movements since at least the nineteenth century.

It was actually a clever and well thought out political move. Investing him as a baby thereby getting around the Welsh rule that no person who speaks a single word of English shall be made Prince of Wales was genius (and quite amusing ).

Edward plantagenet and his son didnt speak "english" . They spoke norman French. You have to think along the lines at this time period of England being a conquered country living under a brutal french military dictatorship . As the linguist dr mario pei stated , english ( old english) was merely the jargon of peasants and had ceased to be a written language at this time period.
So im not sur what rule you mean , but certainly it wouldt have applied in the late 13th early 14th century towards the plantagenets.
