A mentally ill woman was discovered in a "mummified, almost skeletal state" after lying dead for more than three years in her flat, her family say. Laura Winham, 38, was "abandoned and left to die" by the NHS and social services before her body was found by her brother in May 2021, they claim. She is thought to have died in November 2017 after being referred to social care twice in the previous years. Surrey council said it was a "truly tragic case". Apart from her family, who according to the link she was estranged from, what about her neighbours? Didn't they notice it had been a bit quiet for years. And what about rent, if she wasn't paying it someone must have been, and her electric/gas supplier must have noticed something wasn't quite right.

Apparently she had schizophrenia and thought her family would harm her.
In the Mail they have some other photos and you can see her head is misshapen so you would never quite fit in, in my opinion.
I'm wondering if she got housing benefit so the rent was always paid.

And what about rent, if she wasn't paying it someone must have been, and her electric/gas supplier must have noticed something wasn't quite right.Including her bank mate……….Unless someone else was drawing her money from her account. |

Her neighbours should have noticed but then again if she did not converse with them and kept herself to herself they probably just left her alone. or thought she had moved out or was in hospital who knows , if her bills rent gas electric were paid by direct debits that would not have triggered them to come round and see why.
According to the report I read her relatives stayed away because she thought they wanted to kill her.
Sadly it happens far too often "Out of Sight out of mind"

It will happen almost every day of the week somewhere in the UK , it happened in the house opposite to me about six years ago , a young women lived on her own after both her parents has passed away we all knew her she was not in the best of health and suffered from Epileptics Fits occasionally, so we all helped her saw her most days waiting for the Hopper Bus to go to the hospital or shopping or chatted as neighbours do. It was a very hot summer and thought nothing about it until her next door neighbour asked me if I has seen her as he had not for a few days which was not unusual, we could not get a reply from her on the phone or ringing the doorbell, her neighbour had a spare set of keys so we decided to go in, but the door was bolted on the inside we could not get in. When we opened the letterbox the smell hit us and all we could see through the front windows were hundreds of Blue Bottles, the Police had to break in and found her dead in the bath , we worked out she had probably passed away 10 days before , with the heat she had decomposed rapidly , the young Police Officers and Undertakers had a very grim job she came out in 5 bin bags. |

In my teenage years the absolute worst case scenario in our street was a chap who was dead for less than two days. They put their dinner out on the table in the front room overlooking the front lawn and road, went to the kitchen and had a problem and according to the doctor were dead before they hit the floor …
My great aunt and grandmother noticed the morning milk on the front door taking the dog for an evening walk, and knocked the door of the postmistress three doors up, she hadn’t seen him come for his pension, his fish and chips were on the table untouched, and the police and a locksmith were at his door an hour later.
We just don’t have that kind of community any more.

They put their dinner out on the table in the front room overlooking the front lawn and road, went to the kitchen and had a problem and according to the doctor were dead before they hit the floor … My great aunt and grandmother noticed the morning milk on the front door taking the dog for an evening walk, and knocked the door of the postmistress three doors up, she hadn’t seen him come for his pension, his fish and chips were on the table untouched, and the police and a locksmith were at his door an hour later. We just don’t have that kind of community any more. Sombody must have noticed the trash not being put out and a growing mountain of unread mail in her mail box.......Like you say John it is now dog eat dog out there... |

Kate O’Raghallaigh, representing the family at a pre-inquest review at Surrey Coroner’s Court, said Surrey Police officers visited Ms Winham’s flat when she was still alive in October 2017 the Police informed the Council of their concerns that she was malnourished

She said they reported their concerns – that she had been neglecting herself and had little access to food – to the county council.
The Council admit they did not follow up the concerns about her welfare that the Police had made them aware of.
The Pathologist is still trying to ascertain the cause of her death and if possible when
