Yes that is why trials were carried out by Private Companies who hired them out in London and a couple of other Cities, you have to be at least 16 years of age to hire them, the Police have taken action action against private users and have authority to seize them when used unlawfully . The tiny wheels on these jokes are useless in this fashion 2) they have minimal placement for installation of lighting. And that which they do have violate the construction and use regulations that apply to EVERY vehicle legally permitted to be used onnUK roads.

They are not kids toys, kids scooters are the ones they propel by leg power , these dangerous scooters have electric motors and some can reach speeds of 20mph and above , they are silent not ridden by kids most of the time but by older morons , I have had more than near one miss as they come up behind you on the pavement you cant hear them, get hit and injured by one no insurance if the arrogant morons actually stop They weave in and out of the traffic, as far as I am aware they are illegal on the public highway only supposed to be ridden on private land in some areas of the country, you can hire them as far as I am aware they are legal , the others may not be Just to clarify, a number of local authorities have initiated pilot studies where you can rent one of the vehicles their partner supplies. They are just as unstable and violate the construction and use regulations for vehicle rear lighting just as much as the illegal purchased ones but the state has chosen to overlook that No other e-scooter is legal in the UK Legislation and directives introduced by the EU permit electrically powered bicycles and electrically assisted pedal cycles (pedelecs) to be ridden on UK roads and cycle paths. The rider must be 14 but needs no licence. The bicycle must meet all construction and use regulations in regard to placement of lights if fitted and reflectors. The electric power must cease assisting above 17mph but there are no limiters on the speed it may be pedalled at. And like every other bicycle in the UK, there is no speed limit. If you can pedal at 50 you can do 50 with impunity. I possess one such bicycle. A Giant Lafree Twist pedelec. Fully street legal. Others are available and in fact Halfords sells a fully legal pedelec alongside the illegal e scooters and are about the same price.

I've never owned a scooter but a mate of mine who used to once said the small wheels made them pretty dangerous.
How about one wheel though?
Point two, well that's two points. Lights are now LED so they can be tiny, very bright and unlikely to fail. 2(ii) We are back the same argument. It is illegal so it must be kept illegal. Kinda circular in a way.
Anyway, even with the small wheels the kids have a lot of fun. You should have seen some of the stuff we did as kids. In China they are so into them the government builds a scooter tracks down flights of steps.
I think this country suffers from lack of experience in personal responsibility. The nanny state does not work. It just stupefies the population.

The construction and use regulations which any person involved in vehicle maintainance to kit car construction will know exist and where to get them dictate that a vehicles rear light must be set a certain distance above the ground so as to be seen by another road user with their head in the natural position as a road user be that cyclist, motorcyclist, car, van, truck driver or horse rider.
That’s the fucking LAW
If you want to change the law, go write to your MP
You want the law changed by civil disobedience to give your beloved fucking Chinese another way to fuck this country over
