It is not impossible but it is at best difficult to get it right and in getting it right it will raise many other questions as regards claimants for other clear historical injustices. For instance the Red Legs of Barbados descended from the Irish indentured servants and widely discriminated against by the black majority on the island. Where do we draw the line. Many Scots and English were forcibly removed by Romans and Vikings and as late as the second world war British and French slaves were at work in German industry. Over 1 million Atlantic seaboard people were forcibly taken as slaves by the Ottomans, shipwrecked sailors were taken as slaves all along Africa's West coast, slaves taken by Arabs often escaped to West Africa in the later 19th century and boarded ships for the West as free men. Basing reparations on the colour of skin is a poor measure and in some instances will reward those who are actually slave traffickers today and often the descendants of slaves will be paying those reparations. Once you go down the road there is no end as the current measure is from the mid 17th century time wise and I can point to villages in Britain forcibly removed, agricultural workers effectively starved into slave conditions and often forced to uproot to slave conditions in industrial cities. It is a recipe for a bitter pill to swallow for many and it will leave a bad after taste and a thirst to put things right.

Slavery is as old as the Hills right across the Globe, it is still happening today Considering the historic ubiquity of slavery, isn't it curious that one group in particular is expected to 'pay' for it?

We were all slaves to the wealthy elite in bygone times . The House of Lords is full of people that made their fortunes on the back of the poor and if it is their ilk that has to pay you won't get any complaints from me .But that's to all of us not just the blacks that think slavery only affected them .
There were many forms of slavery , child workers ,indentured servants , press gangs and the like . Australia was built on the slave labour of deported criminals often petty ones who were forced to work for a pittance . Indeed there was not an empire in history that was not built on slavery to some degree . In short if you were not rich before the mid 20th C it was a shite world , get over it .
