Sorry, but no matter how many times the Tories shuffle the cards, they're incapable of doing anything that challenges the wishes and demands of the civil service.

Not incapable just unwilling/incompetent.
All governments are.
I've said it before: The government sets the law/policy/procedure that the civil service have to follow.
The government then complain about the result.
The civil service say: "Well change things then."
The government refuse and then complain that nothing changes (and blame the civil service).
I've been banging my head against that wall for 30 odd years.

The Human Rights Act is a prime example.
The government say: "We can't deport foreign criminals because of the Human Rights Act/ECHR"
We say: "Well repeal it/withdraw from it then."
The government say: "We don't want to do that."
And then nothing changes (while the government blame everyone else for following the rules that the government themselves set).

Well at least he came clean. The usual thing is to deny it and say I said the same all along. Not one thing will change the country. It's a case of making sure each step goes in the same direction. Has he said post ECHR that he will repeal the equality acts? Those are a total killer for the UK. There isn't any limit to how equal the spastic brains think it means we should be.
Also over on another channel I see the left are having kittens about the man.
