I think Powell was both right and wrong; because like everything I don't think a "one size fits all" solution is any solution at all.
If you look at our politics the divide is still, predominantly, about Class, well Wealth now.
Are there any Political Parties of any note at all that are predicated on a "visible difference"? I can't think of one, so if they do exist they are likely to be very localised.
Multiculturalism has failed only insofar as it has permitted the rise of "value relativism"; permitting some groups to hold values that in law deliver results that are illegal under mainstream British Law - the two obvious cases being Sharia and Beth Din Courts, both of which should be abolished, all verdicts delivered by them overturned, and any "official" delivering a verdict counter to British law charged with Perverting The Course Of Justice.
For there to be "cultural harmony" there needs to be an underpinning legal harmony: one law, all people, all times, equally.
Of course, in both cases above the fault line is religion; so there needs to be a 100% complete separation of Church & State, effectively like the French.
Abolish the positions of Lords Spiritual (in fact abolish the House Of Lords entirely); religions to be offered no special dispensation of any kind. Religious Schools to be better audited so their curricula comply fully with the standards set for non-religious schools, any school whose curriculum fails to meet those standards has the ability for its students to earn UCAS Points removed. Religions is a personal choice, nothing more.

You do know were are, nominally at least, a Democracy so there are no valid reason to retain the last vestiges of Theocracy. By the time of the 2031 Census, on current trends, the majority of the UK will be atheist. And in fact side-lining Religion doesn't "dismantle society" it frees it. All The Best

The last such party in the UK was the BNP, until its constitution was ruled unlawful.
But they're still quite common in other countries where communities of 'visible difference' are found. India, for example. Visible difference is not confined to skin colour of course. Perhaps Powell ought to have made that clearer.

I don't import anyone, I want less people coming to this country. I oppose Christianity, Judaism and Islam equally, they are all rotten fruits from the same rotten tree. Collectively their Proselyting Exclusionist Monotheism is the cause of more conflict throughout history than any other cause, and maybe even all other causes combined. The only modification I am suggesting is putting religion in proper place - it is a personal choice, effectively a lifestyle hobby. It should have no more, or less, protections than those who choose skiing as their hobby, or those choosing to be vegetarian. Stop giving it power over our legislature (Lords Spiritual), stop giving it power over our Judiciary (Shariah and Beth Din Courts) and stop giving it power over our education system (Religious Schools). If parents want to brainwash their child about a specific sky-fairy let them do that in their own homes, on their own time, and at their own expense; meanwhile the state will ensure that everyone gets a grounding in a secular based education system. Within two generations the religiously inspired fracture points in our society will be gone, for good. All The Best
