If - and it's a big if - his constituents are unsatisfied it's up to them to go through the process of getting a by-election. STarmer can't do anything.
As for not voting in the HOC I imagine there isn't a lot of point in him voting with the majority that Labour have. Farage rarely voted when he was an MEP for the same reason - the UK was always outvoted by a massive margin.
