In Birmingham, which is the local authority area with the highest number of people on Universal Credit, there are 202,475 claimants, of whom 61,473 (30.4 per cent) are working and the remaining 141,004 (69.6 per cent) are not in employment.So - it doesn't all go to pensioners then.
