You're verging on conspiracy theory there — Global is contracted by TfL to provide and manage a total service, not just sell space. In doing so, Global operates on behalf of TfL and applies guidelines defined by the ASA.
In the vodka case, it was the ASA's guidelines that were breached...
Pat, you can prevaricate all you like, it will not alter the 'fact' that Global Media & Entertainment is employed by TfL who are governed by Khan the incompetent. I'm not prevaricating.
