If it were up to me, I'd take steps to protect people's homes from the shock wave, then I'd have the RAF drop a bomb on it and blow it up and be done with it. After all, it could go off at any time, so take chance out of the equation and make it safe.

However, they were scammed by a Dutch firm who were paid to remove the wreck. The company took on the contract and took the money, so the Yanks thought they had discharged their responsibilities. Officially it didn't exist! When Boris was suggesting an airport in the area, it would have involved the removal of the wreck. Surely, it is not beyond the wit of mankind to be able to remove this ordnance in stages, take it to the MOD at Qinetiq Shoeburyness and perform a few controlled explosions? If you stand on the sea wall at Sheerness Tesco, the Monty is visible 2km off the shore surrounded by 4 light yellow buoys. It's a threat which no one really wants to take seriously. If 1500 tons of explosive all went off at once (unlikely) the tidal wave would be a problem, the shock wave would be a problem for all people on Sheppey, over in Southend-on-Sea and then the tidal wave would head up the Thames estuary into London, being funnelled to flood a lot of land and wash people off the streets. It is a threat and if it goes off by itself, without any intent or preparation, a lot of people could be killed.
It has to be treated as a serious and growing hazard.
I suggest preparation.
Devise a plan and make it safe.

There are a few sites around the coast of the UK that have been used for dumping explosives and various dodgy kit. Two of the most well known are probably Beauforts Dyke - link and Hurd's Deep - link and there's probably a lot more dumped in those two locations than anyone really knows. There are millions of tonnes of explosives and various ordnance dotted all around the UK, occasionally items are washed up on beaches.
