They are talking about "group think". en.wikipedia.org/wiki/GroupthinkSay you are at a meeting, instead of making a rational point, you make one that you think will be acceptable to other people in the meeting. The result is you don't get the best outcome. Another example is a party. There will come a point when people want to leave, but they will hang around till somebody else leaves, even though it is obvious they want to leave.

It's how focus groups work
The finest example is actually approached in the conversation.
A company board meeting resolves to convert the company toilets to unisex and relabel them with twenty pictograms rather than half having a picture of a man and the other half a picture of a woman not because anyone in the room thinks it is a good idea but because EVERYONE thinks it will be a terrible idea to speak out against the idea.

Décisions you make are usually based on what you think others want. Politicians and totalitarian leaders use it to create false réalités which everyone believes because they think everyone else does.

Décisions you make are usually based on what you think others want. No. Politicians makes decisions based on what their paymasters want. And tell everyone else that it's for their own good. (See the Climate Change Agenda). Politicians and totalitarian leaders use it to create false réalités... Yes. ...which everyone believes because they think everyone else does. No. Which very few believe but they play along because they know everyone else is and they fear the consequences of not doing so. (See "Diversity" agendas).
