Although I don’t see the connection between unpaid motoring fines and flying a blimp, if there was, it should worry either Trump or Khan, after all The First Amendment of the US constitution guarantees freedoms concerning religion, expression, assembly, and the right to petition. It forbids Congress from both promoting one religion over others and also restricting an individual’s religious practices. It guarantees freedom of expression by prohibiting Congress from restricting the press or the rights of individuals to speak freely. It also guarantees the right of citizens to assemble peaceably and to petition their government.
Let Khan stage his silly protest if he wants to.
Then prosecute him if he misuses public funds…

The US Embassy have a long record of ignoring parking charges on the grounds of diplomatic immunity. I seem to remember years ago some MP unsuccessfully attempted to get the US Embassy to pay tens of thousands of pounds in unpaid parking tickets.

I’ve occasionally opted for parking charges over the high prices and inconvenience of using cabs. And it’s OK to claim them on expenses — in a suitably agreed discrete manner, of course… One of the reasons my daughter and her hubby moved away from London was because of the increasingly exorbitant costs of being a car owner. They now work from home most of the time while adding to the local economy, in Chichester. Well done Genghis.
