Probably because we've imported half the third world, courtesy of Labours open door policies.

Leaving aside any others and focussing for a moment on Rickets
This is caused by a combination of nutritional and behavioural matters. The condition needs s a lack of calcium AND vitamin D in the diet.
Frankly, from the early 1950s American propaganda pushed breakfast cereals as a healthy option to dispose of post war agrarian surplus but the addition of various nutritional supplements and of course the consumption of milk with the cereal in the days before all the vegan alternatives meant children generally got the required items. I still remember as a child the NHS supplied vitamin drops ....
The other way children acquire vitamin D is through exposure to sunlight. The generation out of the house playing with their friends all day acquired plenty
The issue about this today being fewer kids have such outdoor exposure, and most ethnics have a combination of skin pigment and custom and practice that denies their children, and indeed adults, sufficient exposure
