The suspect will not be liable under Finnish law, according to that article. I'm wondering if the 12 year old knew that before he committed the crime, believing the law "a licence to kill".

The issue is one of criminal responsibility
In the UK we deem anyone under the age of ten to be incapable of knowing the difference between right and wrong, a principle that goes to the heart of our justice system.
In Finland it seems that age is 15
Ah well.
