Invariably full of 2+2=3 conclusions that even a basic understanding of the subject matter would have highlighted, and "leap of faith" steps that usually presume their own correctness to justify themselves. He has all the debating skills of a brick, and if he were in a situated where he wasn't just struggling to read an autocue and had to discuss the subject with someone else he'd struggle even more. OK it has taken me a while to work out what the islamic wanker running the shitshow in holyrood has actually done and boy does this need taking out and giving a good thrashing
In short, english (and welsh) law decrees that in order to constitute an offence under the public order act, I have to commit an act that gives cause for a reasonably prudent person (a wonderful term used a lot in our legal system) to consider my acts to be designed to cause fear, alarm or distress. A constable must make an assessment that my deeds, or my words, constitute an act deliberately designed to cause fear, alarm or distress, or to be of a form that might reasonably be construed to be incitement to others to act in such a manner as to give anoter reasonable cause to believe that to be the case blah blah.
The test must give due regard to the condition of the person against whom those words or deeds are intended, and thus threatening to lump a little old lady will pass that test long before a similar threat to lump a professional cage fighter.
But the key requirement is fear, alarm or distress
Nowhere in English Or Welsh Law does it say you have a right to not be insulted. I can stand at Speakers corner and royally take the holy piss out of your faith, your politics, your economics, or any such like. I can ridicule you the length and breadth of Speakers Corner, Hyde Park, The Mall, Constutition Hill and frankly all the bloody wway down Oxford Street to Tower Hill and as long as my words or deeds cannot be regarded by a policeman as a threat then there is fuck all you can do
