Simples, if you are trying to enter the UK via a border without permission you are an illegal immigrant so are turned back at point of entry. In others words you are denied entry. No entry no point in coming.

That would be a nest of worms, not least of all because it would be illegal. Here's the thing, as soon as anyone sets foot on UK soil, we're fucked. We have to stop them not only setting foot on UK soil but they have to stopped from entering UK territorial waters, and we are legally allowed to do that. The problem is, the government wont enact international law because they're frightened of upsetting the EU.
