There is an official Historian record of the travels and meetings attended by various US Presidents and perusal of that record shows the person elected to the office of the President of the USA has in fact travelled to the UK and Europe and met with many different officials, not just heads of state and Prime Ministers but various Foreign Secretaries / Foreign Ministers and Ambassadors recognising that these people are in fact appointed to be their Brittanic Majesty’s, or the equivalent of another country’s OFFICIAL representatives in matters of foreign affairs and are therefore, particularly in meetings outside the UK where the Sovereign may be absent or otherwise engaged, a most appropriate point of contact or indeed THE first point of contact in such affairs. It would be strange indeed if any President of tbe USA in the guise of Commander in Chief of its armed forces would not meet face to face with our Defence Minister for a start. And similarly the Foreign Secretary and US Ambassador, for these men and women see such as their day job. It’s what they ate paid to do.

But Lammy does appear to have been over promoted even as Shadow... It's the Foreign Secretaries job to foster relations with other countries, he or indeed she, is the UK's rep abroad. And I agree, Lammy has been over promoted perhaps because he ticked the right boxes, and as we all know, these days diversity is more important than competency.
