By allowing Muslims to hold collective prayer gatherings in the Royal Parks?
Or is he simply scared of the Islamists' reaction if he tells them they can't.
The UK Parliament and Government aren't responsible for enforcing the Royal Parks collective worship policies.
Sadiq could ask Charles to either apply the rules (get the police to move them on) or allow all religious groups to hold meetings in the parks.
Maybe the non-Muslim public can ask Charles to sort things out ... so that either the Muslims are banned or simultaneous religious gatherings of other religions are allowed? That would be fun ... an "Our God is better than your God"sort of thing".
Police have been seen telling the public that certain areas are reserved for Muslim worship.
Has Khan attended these "unlawful" gatherings?

On the assumption, as this seems to indicate, that it's up to Charles to decide what is or isn't permitted in royal parks ...... the first thing I'd query is whether the current signage is adequate. If praying is taking place and he wants it to be a prayer free zone, are adequate signs to that effect already in place? If he's allocated a particular area for Islamic prayer, does that need to be made clearer ?
Get that sorted and it may no longer be necessary for it to be left to the Police to direct people to areas allegedly reserved for worship, or to move people on and to halt their prayers should an absence of praying be Charles preference. It seems that Charles needs to make up his mind as to what he does or doesn't want, and then use some of his vast wealth to purchase a few signs or employ some Royal Garden wardens, rather than leaving it up to the (taxpayer funded) Police to inform people where sections of a park can or can't be used for praying. How about delegating it as a little project for your brother Andrew to sort out, your Majesty ? ..... after all he does seem to have a lot of spare time on his hands these days.

The thing is, if Christians pray in a park, they'd probably gather in a small group and do it quietly. They wouldn't all get out their prayer mats, find the right bearing for Mecca and have a load of wailing and shouting towards the East.
Some people like to occupy space and claim it as if it were their own. Loudly.

The Monarch of the day used to own the Royal Parks a very long time ago for their Hunting,
The Royal Parks charity was created in March 2017 and officially launched in July 2017 to support and manage 5,000 acres of Royal parkland across London. It took over the role of managing the parks from The Royal Parks Agency - a former agency of the Department for Digital, Culture, Media and Sport (DCMS).
The Royal Parks charity looks after eight of London’s largest open spaces; Hyde, The Green, Richmond, Greenwich, St James’s, Bushy and The Regent’s Parks, and Kensington Gardens. It also manages other important open spaces in the capital including Brompton Cemetery, Victoria Tower Gardens, Canning Green and Poet’s Corner.
The parks are owned by the Crown with their responsibility resting with the Secretary of State for Digital, Culture, Media and Sport. The Royal Parks charity manages the parks on behalf of the Government.
Royal Parks is a public corporation of the Department for Culture, Media and Sport. The Royal Parks Police used to enforce the Regulations in the Parks , but I believe they were disbanded now the Met Police have taken over
From what I can gather one person praying on their own is not a problem, mass praying is not unless authorised same as holding a Music Festival etc
