If this letter had been written by a couple of labour controlled councils im sure the Government and its supporters would say its because of the council wasting money .
But now we have 2 tory controlled councils beging the government intervention

There is a problem with the link.
You are assuming what others not off your political persuasion may think, you may be right you could also be wrong.
Here is section from an article that relates to the problem
Councillor Humby said: “Both Hampshire and Kent are high-performing, financially well-run and long respected County Councils. However, we face budget deficits over the next few years of a scale that has never been seen before – but not of our own doing.
“We have experienced more than 12 years of national austerity and cuts to our core budgets. Inflation continues to grow, along with demand for services such as social care for vulnerable adults and children. We are also constrained by outdated laws created in the 1940s and 1960s and have no autonomy to be able to introduce initiatives for some local services to help generate our own revenue.
“As a result, our budgets are now at breaking point. We have gone as far as we can to close the budget gaps we have faced to date, and there is nowhere left to go in future without severely impacting some of the most vulnerable people in our society "
IMO both Councils for a long time have been delivering a good service and good value for their Taxpayers, sadly that is not the case now due to inflation and damage to our economy and rising costs all round.
However, in comparison many Labour Councils over many years that have not performed anywhere near as good, overspent year after year, three in London were notorious for it, Hackney, Islington and Lambeth for example I know as I lived in two of those Boroughs, all three of many millions of pounds in debt year after year.
Totally inefficient combined they had accrued larger debts than some third world countries, the two Councils above in order to keep performing well are asking for changes in legislation that could mean they can get back on track, I also think for the first time in 12 years at least they need some financial help from the Government (taxpayers)
