I read recently about an elderly man in Wales who got fined £800 for doing 24 mph in a 20 mph zone ... and got 3 points on his licence.

I read recently about an elderly man in Wales who got fined £800 for doing 24 mph in a 20 mph zone ... and got 3 points on his licence. Seems awfully steep for an offence which is usually dealt with by £100 fixed penalty + 3 points.
