The money goes into the University bank account along with other receipts. Expenses go out of the universities bank account to pay expenses. You need at least as much preferably a little more of the former than the latter.
Not sure what else you are expecting??

Foreign students pay a lot to be here. Let them keep coming. You have a point. We could become the education centre of the world, a service industry which accepts students for payment, provides education, then they either stay in our country to provide a service for payment to them, or leave and work in their home, or other country. We should be making a profit and student visas should expire upon completion of the course and have to be re-applied for. |

I think student visas do expire at end of course but can apply to stay on working for two years after end of course
