In England, yes, in Wales, it's banned. Norway denmark austria finland banned smacking children years ago , long before scotland or wales , and sweden became the first country in the world to do so in 1979 , yet all of them have a far lower per capita incarceration rate than england , which itself is above the european average.
As ever vinny , your point doesnt really add up. I think what bothers you isnt the causes of crime , or smacking of children , but the differences in law and practice among the different countires of the uk , where any divergence from westminster centralisation in your eyes is abhorrent.

I think 60 countires have so far outlawed smacking of children or variations of child punishment , and 135 have banned schools caning children. It appears its merely to bring england in line with much of the rest of europe vinny , and a sort of centralised european law.
Im still not seeing though your conflation between unsmacked children and incarceration rates. Perhaps you could elaborate???
