Apparently Sunak was still humming and harring as he was preparing to make the announcement, so doesn't sound like he is sure.
There was an exclusive poll run for Peston this week on people's priorities, and pay for NHS staff came out top. So on the face of it the right decision politically, but having promised not to borrow for it, he's raising £1B from NHS fees and visa fees, so will be interesting to see where the other £2B comes from.

Average pay for MPs second jobs is reckoned to be about £233.00 per hour with Liz Truss on £16 000 per hour.
