It is the clubs choice to erect barriers to trade with countries outside of that club - non-members do not get a say. Why should they? It's not the outsiders' club if they haven't joined, or they've left.
What's the point of a club if it's not to promote the legal interests of its members, whether those interests are football, alleviating poverty in the Third World, studying The Bible, etc?
A club's constitution/rules/AGM usually formulates how it performs, and affiliates and associates with others — why should I expect to get any freebies from Spurs when I'm not a paid up member...?
I'm not saying they should - it is up to the members how they wish to run their club. If that involves the club erecting tariff barriers against other countries they are perfectly within their rights to do so. But in that case you cannot blame the countries outside of the club for that decision.

I agree you cannot blame the countries outside the club that have never been inside the club for that decision but you can blame the country that was inside the club and chose to leave the club for the clubs decision.
