If it was bleedingly obvious, Starmer is a populist piece of shit. Who doesn't like the thought of those pesky non-Doms being forced to pay "their fair share". The only problem is, when you do even the slightest bit of research you will see it is all populist nonsense. Your point about it being a "tory newspaper" is beyond stupid. The left media scrutinize the political right, the right media scrutinize the political left. Yes you have to engage your brain and think about the merit of what they are saying keeping in mind their bias, but to dismiss it out of hand is to condemn yourself to live in a warped echo chamber. It is not an "opinion", they are quoting what the treasury thinks will happen. Did you know they are planning to "replace" non-Dom and not scrap it? I can guarantee you 90% of the population don't as they have been keeping that firmly in the small print... because they have strayed into populism!!

It is not an "opinion", they are quoting what the treasury thinks will happen.
It is possible the Telegraph may have miscategorised the article when it described it as, "Opinion by Tony Diver". As for the rest, it really depends on what, "Official research seen by The Telegraph suggests", might mean. In particular, "official" and "suggests".

Given that it works, would not using "Labour says it would turn the NHS app into a one-stop shop for booking GP appointments, ordering repeat prescriptions, age-related check-up alerts, and accessing patient records", a totally wasted opportunity by the Tories, be an improvement?
